It’s one of the biggest concerns facing anyone with new construction or renovations: getting permits. Maui’s planning needs to include proper permitting. Maui requires multiple permits before the building can begin, during the process, and before an owner can take occupancy. The process has been agonizingly slow for quite some time.
But recently, Maui introduced a new system that automates and expedites much of the permit process. The Maui Planning And Permitting System, or MAPPS, replaces the previous system KivaNet. The MAPPS system made its debut on April 18th, 2022.
The biggest change from KivaNet is that Maui County no longer accepts paper applications for permits. Everything is done online with more functionality than before. This includes all planning and permitting applications, as well as supporting documentation. However, applications that were submitted prior to April 18th may continue with the paper-based system.
What You Can Do
MAPPS is a fully automated system that allows anyone to create their own login account in the Customer Self-Service portal (CSS.) You’ll need this account to search, file a permit application, check the status of an application, search public records, request inspections, pay invoices, and apply for a business license. You can review the list of available applications here.
The CSS dashboard allows you to view the status of and updates to your application, invoices, and the status of any cases you’re involved with, in one place. But if you’ve already been added into MAPPS by the County as a contact for a case already in the system, you may get a message asking, “is this you?” You’ll then need to complete your registration with a username and password for future access. You can update your information at the same time.
Your MAPPS Account
Get started by creating your own MAPPS Account. You’ll need a valid email address and a password with ten characters, one a number, and one a character (such as the % symbol.) use the Google Chrome browser. Notifications are sent to the email address you provide when you register.
If you had a KivaNet account, you must create a new user account in MAPPS to have access.
With MAPPS, you don’t need a user account to search public records. But other searches for permits and plans are only visible if you are logged into MAPPS and are listed on the record you’re interested in viewing.
Electronic Payments Through MAPPS
Like many bills, MAPPS also allows you to pay invoices quickly and easily online using a credit card or an electronic check. Your invoices are viewable on the CSS dashboard.
Online payments include fees of:
• A processing fee of 2.35% for credit card payments, with no limit on the amount you can pay
• Flat fee of $2.50 for checks
You can also pay your invoice by check in person and avoid incurring any of the related processing fees.
